<p>On July 30, 2009, a series of significant regulatory shifts occurred with the federal enactment of the Mortgage Disclosure Improvement Act (MDIA) and the Housing and Economic Recovery Act (HERA). Borrowers are given a Truth in Lending and Good Faith Estimate when applying for financing for a home loan, this document will be changed by the passing of the new laws.</p>
<p>Perhaps the only good thing to emerge from the new legislative scheme is the fact that home buyers are given a longer period in which to study the Truth in Lending disclosures and the Good Faith Estimate for their transaction. As is is common for borrowers to have little understanding of the actual terms of their home loan, including their interest rate, loan term, fixed or adjustable rate, and the like, the legislation does offer borrowers a full week to review their loan papers. Now I would not think of debating this. Mortgage paperwork is often very lengthy and complicated, with complex terms and conditions that even a lawyer would have trouble understanding!</p>
<p>One issue that makes things more complicated is if the Annual Percentage Rate either increases or decreases by 1/8% while the loan approval is still pending, you will have to delay a minimum of 3 business days before you can close the escrow on your home. There will be another 3 business day delay if the Title fees change during this time. Borrowers who have failed to lock their rates run the risk of this precise situation occurring.</p>
<p>The waiting period begins again, if the loan type changes from &#8220;Fixed&#8221; and &#8220;Balloon&#8221;, &#8220;Fixed&#8221; and &#8220;ARM,&#8221; a conventional loan including Mortgage Insurance and a conventional loan that does not include Mortgage insurance, or the type of &#8220;ARM&#8221; (Interest to Amortized, 3/1 ARM to a 5/1 ARM).</p>
<p>It would seem that many of these rules are instituted on a whim. It makes one wonder if anyone had put any thought at all into how these new practices could impact the housing market.` &#8220;Time is of the Essence&#8221; always remained the most critical saying in real estate. Since most banks have taken over many homes on the market, this phrase has been totally abused.</p>
<p>What difference does another 3 to 7 business days make, when homes require 4 to 6 months or even longer to close escrow nowadays? But the interest rate lock is generally only 30 to 45 days and title fees change often, so the new federal laws could keep home ownership just out of reach and closing dates repeatedly retreating for even longer.</p>

<p>Eleven different floor plans exist from which you are able to choose when you are seeking to purchase a new home. 			<content:encoded><![CDATA[<p>In its early history as a small town, Hoquiam was part of a railroad network that served the different transport needs of the vast number of communities in and around the State of Washington. This was the great &#8220;Prairie Line&#8221; of the Northern Pacific railroad company. The Prairie line trains served passengers, goods and raw materials such as logs taken from the rich forest surrounding the city.</p>
<p>Some of the trains of the Prairie Line proceeded west from Lakeview to Nisqually on the American Lake Line going towards Grays Harbor destinations of the cities of Hoquiam and Moclips. The following trains were then serving these destinations for the Northern Pacific Railroad Company; The &#8220;Grays Harbor Limited&#8221;, trains # 421 and #422, the &#8220;Grays Harbor Express&#8221;, trains # 423 and # 424, and the &#8220;Puget Sound Express&#8221;, with trains # 465 and #466 running through these lines.</p>
<p>Nowadays, the Prairie Line trains has stopped going there, with the advent of the personal automobile and cheaper trucking services and air fare, negatively affecting the business of the railroad and its trains, leading to its gradual demise as a regular occurrence for the people and the city by large.</p>
<p>The only remnant of the glory days of the once mighty Prairie Line is the Train Depot that was constructed back in 1914. This is where the trains of the North Pacific Railroad Company went to be serviced, after their long journeys through the transcontinental railroads of the Puget Sound &amp; Pacific railroad, the Northern Pacific Railway, and the Burlington Northern Santa Fe Railway. The Train Depot served as the terminus for these three railroads.</p>
<p>1955 was the last year that a person bought a ticket and set foot on a train in Hoquiam station, but as progress and time would have it, the Prairie Line and the men of the railroad had to give way sooner or later and give way they did because it was the nature of the railroad, it was its purpose, to bring progress through wherever it went and ended, and it gave some of it to the town and the people did not forget.</p>
<p>The city and its residents have and will always be passionate lovers of history and heritage, this attitude has been proven worthwhile and honorable in many instances throughout its time as a community and the train depot is a testament to this attitude. Unfortunately for the rest of the Prairie Line with its old locomotives and disused railroads and dilapidated stations and depots, they will pass history and slowly fade away through rust and rot never to be seen or heard from again inevitably.</p>
<p>As the Burlington Railroad Company made a wonderful donation to the people of the town, turning over to the city a part of their heritage to look after and take care of like family, the city government and concerned residents wasted no time in securing Federal grants in the amount of $1,200,000 dollars, specifically from the Federal Highway Department for the revitalization and restoration of the Hoquiam train depot which started in 1992.</p>
<p>The once celebrated &#8220;Prairie Line&#8221; of the North Pacific Railroad Company that was once the envy of the rail road men of history, once debated over and desired as the most crucial element for progress for the Northwest communities is now over and done with for the most part, but as fate would have it, not all of the history and heritage of the Prairie Line and the men whose lives were part of it will be lost to time. The city and its people have given the historic train depot a new lease in life as the site for the Washington State Driver Licensing Station for the next 10 years or so, with a part of the lease funds going to the continued upkeep and rehabilitation of the building, letting it serve people just like it was doing when it was and proudly still is part of the Prairie Line.</p>
